Uno de los casos más críticos es el de la Avenida Las Palmas, que reportó 147 incidentes en menos de cuatro meses del año 2018, lo que resultó en un total de tres muertos y 49 heridos (Benincore, 2018). Con el estrechamiento de la relación entre el Valle de Aburrá y el Valle de San Nicolás, y siendo la Avenida de Las Palmas una de las cuatro vías que conectan estos territorios, queda claro el importante papel que desempeña esta avenida. A la vista de lo expuesto, en este documento se calcula el exceso de costes entre un escenario base y un escenario en el que se produce un incidente, utilizando las metodologías existentes para alcanzar sus objetivos. Los costos evaluados se dividieron en tres categorías principales: costos sociales asociados con el costo de oportunidad, costos de operación y costos de contaminación. Con esta información se formulan estrategias de atención de incidentes. Este estudio se dividió en 4 hitos importantes: recopilación de información que servirá como entrada principal, micro simulación y calibración de un modelo base en PTV Vissim, simulación y análisis de incidentes en diferentes puntos de la red de carreteras, y propuesta de estrategias de atención de incidentes relevantes para la red simulada. Se determinó que los tramos más críticos en términos de exceso de costes en Las Palmas eran los tramos altos de la avenida: en dirección ascendente, los tramos posteriores a la Cola del Zorro y también después de Los Balsos, y en dirección descendente el tramo anterior a Los Balsos.
