Asesoría técnica al “Plan Lotes y Terrazas” de la Secretaría de Obras Públicas del municipio de Envigado

Abstract

RESUMEN: La Secretaría de Obras Públicas de Envigado es la responsable de ejecutar obras en las cuales la comunidad no tiene que realizar ningún aporte económico, obras de índole social que mejoren la calidad de vida de sus habitantes, así mismo coordina, supervisa y verifica que las obras que se ejecuten estén contenidas bajo los parámetros de eficiencia, eficacia, responsabilidad y economía. La dependencia de subsidios se encarga de atender a los habitantes del municipio menos favorecidos económicamente. Mediante el Decreto número 141 del 15 de abril de 2002 de la Alcaldía de Envigado se crea el “Plan Lotes y Terrazas” el cual busca subsidiar a la comunidad del municipio de Envigado para la construcción, adecuación y mejoramiento de sus viviendas. Para esto se hace un estudio previo de las diferentes solicitudes recibidas por la dependencia de Subsidios con el fin de atender las más relevantes y proceder a desarrollar los casos que cumplan con los requisitos exigidos por la Secretaría de Obras Públicas de Envigado. Para la evaluación y seguimiento de los diferentes casos presentados, se hace necesaria la colaboración de personas con conocimientos en áreas tales como presupuestación, construcción y diseño estructural, con el fin de dar una gran cobertura al Plan y hacer seguimiento a cada uno de los casos. Los estudiantes de Ingeniería Civil de la Escuela de Ingeniería de Antioquia, colaboran activamente y sin fines lucrativos con la Secretaría de obras Públicas de Envigado en la atención y asesoría de las diferentes solicitudes de la comunidad, buscando así poder llegar a una mayor cantidad de personas.

ABSTRACT: The Office of Public Projects of Envigado is responsible for the execution of projects that have no monetary contribution from the community, projects of social interest that improve the quality of life, at the same time is in charge of coordinating, overseen and verifying that the projects are within parameters of efficiency, responsibility and economically reasonable. The Department of Subsidies is in charge of attending the needs of the people from the community with low income. Decree number 141 of April 15, 2002 of the Envigado’s Mayor’s Office creates the plan “Lots and Extensions” (“Lotes y Terrazas”). This plan subsidizes Envigado’s community for the construction and improvement of their houses. To this effect, the Department of Subsidies revises the applications presented by the community with the intention of selecting the ones that follow the requisites asked by the Office of Public Projects of Envigado. For the evaluation and follow up of the different cases, it is necessary to hire a group of people with knowledge in budgeting, construction and structural design. Civil engineering students from the School of Engineering of Antioquia cooperate actively and with no monetary compensation with the Office of Public Projects of Envigado in processing the different applications from the community, helping in this manner with the handling of a greater number of applications.
