dc.description.abstract	RESUMEN: La interventoría técnica a las obras de infraestructura, es una función básica dentro del qué hacer profesional del ingeniero civil y una exigencia para el buen desarrollo de las obras, pues las hace más confiables en cuanto a calidad y seguridad; buscando verificar el cumplimiento de los procesos constructivos, la buena utilización de los materiales y el buen desempeño del personal, además de garantizar la seguridad industrial. La participación de la comunidad se constituye hoy en día en una herramienta eficaz para la planificación gubernamental en la función fiscalizadora que caracteriza a un Estado competitivo y moderno. Esta participación es el derecho que posibilita el acercamiento del Estado y la comunidad, proporcionándole al pueblo múltiples herramientas a través de las cuales, puede hacer efectivo el derecho a participar en la toma de decisiones que afecten la vida económica, política, administrativa y cultural del país. La interventoría administrativa, permite hacer un control eficiente de los recursos del Estado y verificar el cumplimiento de los contratos; es decir, que los recursos suministrados por el Estado a estas obras, estén bien invertidos y sean utilizados para la ejecución de los proyectos y los contratos se cumplan con todos sus requerimientos y fechas asignadas. La Contraloría del Municipio de Envigado, es un ente fiscalizador el cual debe garantizar la eficiente gestión fiscal en los entes sujetos a su vigilancia y control, cumpliendo con las funciones asignadas por la Constitución y la Ley, inspirada en los principios de eficacia, eficiencia, economía, equidad, moralidad y valoración de los costos ambientales; y de forma particular para el proyecto aquí presente, velar por el cumplimiento y aplicación de la normatividad vigentes en los contratos y en la ejecución de obras civiles. Para obtener resultados de la función anteriormente mencionada sobre los contratos y la ejecución de obras civiles, es necesario emplear personal capacitado (estudiantes de Ingeniería Civil) y solicitar la cooperación de la comunidad, con el fin de apoyar la interventoría administrativa y técnica, en dichas obras civiles.	spa
dc.description.abstract	ABSTRACT: The technical interventoria to the infrastructure works, is a basic function inside the one that to make professional of the civil engineer and a demand for the good development of the projects, because it makes them more reliable as for quality and security; looking for to verify the execution of the constructive processes, the good use of the materials and the personnel’s good acting, besides guaranteeing the industrial security. The participation of the community is constituted today in an effective tool for the government planning in the function inspector that characterizes to a competitive and modern State. This participation is the right that facilitates the approach of the State and the community, providing to the town multiple tools through those which, it can make effective the right to participate in taking decisions that effect the economic life, politics, administrative and cultural of the country. The administrative interventoria allows to make an efficient control of the resources of the State and to verify the execution of the contracts; that is to say, that the resources given by the State to these works, be well invested and be used for the execution of the projects and the contracts are fulfilled all their requirements and assigned dates. The contraloria of the municipality of Envigado, is an entity inspector which should guarantee the efficient fiscal administration in the entities subject to its surveillance and control, fulfilling the functions assigned by the constitution and the law, inspired by the principles of effectiveness, efficiency, economy, justness, morality and valuation of the environmental costs; and in a particular normativity in the contracts and in the execution of civil projects. To obtain results of the function previously mentioned on the contracts and the execution of civil projects, it is necessary to use qualified personnel (students of civil engineering) and to request the cooperation of the community, with the purpose of supporting the administrative and technical interventoria, in these civil projects.	eng
