(Luz Eliana)A methodology for the evaluation of the condition of urban streams is proposed. The methodology integrates field data, historical information and technical analysis; it could be applied to the hydraulic component of the physical subsystem to comply with the ordering plans for watersheds. Pointers to measure the condition of the streams and the watershed are defined, the connection between portions of the streams with different hydraulic capacity conditions is analyzed and a multicriteria analysis is developed. This analysis compiles all the information gathered and identifies the most critical points of the hydraulic network based on three basic criteria: field evaluation, flooding records, and hydraulic capacity.Publicación Acceso abierto Modelo gerencial para la implementación de la figura del operador urbano(2014-05-13) Montoya-Martínez, M. (Antonio José)The article talks about the definition of the guidelines for the formulation and development of the city-planning project “The Indian Way” in Barbosa (Antioquia), as structuring and articulator axis of the public space system of the municipality, recognizing with harmonic way the cultural, natural, and landscaping conditions that, together the Medellín river, turn it a solid element of planning. With the definition the intention is advancing in the formulation of the project, which only is identified in the Metropolitan Directives of Territorial Ordering. These guidelines will be given to the municipal administration of Barbosa and to the Metropolitan Area of the Valley of Aburrá, so that they are constituted in a fundamental tool for development and the project is part of the Metropolitan Agenda.Publicación Acceso abierto Ruralidad en contextos metropolitanos, un desafío en procesos de planeación, ordenamiento territorial y gestión(2014-05-13) Cadavid-Arboleda, G. (Gloria María)Planning, territorial ordering and management of the countryside need an approach and consensus around the notion of rural in metropolitan contexts, systemic interdependent to the phenomenon of urbanization, population dynamics, economic model and of occupation of the province, in order to reveal the new functions or strategic roles that this space fulfills in the development, from the culturalist perspective of sustainability, recovery, and improvement of the ecosystemic connectivity, to the social and economic emergency of diversification of the activities productive: farming, forest, mining, agro-industrial and of environmental and ecotouristic services. The countryside is basic in the control of the urban expansion and the cultural and technological change in exploitation of resources and use of the ground. The transformations of the model of occupation from the relevance of the rural thing, regional dynamics, the imaginary groups and the fortification of the processes of citizen participation must be incorporated in the planning, arrangement and management of the rural territory, in the joint of the policies and instruments, homologation of norms and construction of a consensus between authorities and instances of the institutional system. Medellín counts on important antecedents of rural intervention: rural ecological parks, of urban-rural edges, districts of integrated, agrarian and rural handling, special areas of reserve and plans, but still it lacks to make coherent the measures and investments based on the endogenous opportunities with social and ecological responsibility and impact in the quality of life of the traditional communities of that rural space.Publicación Acceso abierto Sistema de gestión urbana para el desarrollo de la estación multimodal del sur del Valle de Aburrá(2014-05-13) Zuluaga-García, T. (Carlos Andrés)Accomplishing the urban operation of South Intermodal Transportation Hub as starting point for a new Metropolitan Center in the South of the Aburrá Valley implies developing a methodological path for the complete management of the project from its initial draft up to its construction. An associative scheme among public entities, private investors and land owners, where the State's investment is minimized, is achieved using instruments of planning, land management, finance and social management aiming at the balance of burdens and benefits for all actors.
