Planning, territorial ordering and management of the countryside need an approach and consensus around the notion of rural in metropolitan contexts, systemic interdependent to the phenomenon of urbanization, population dynamics, economic model and of occupation of the province, in order to reveal the new functions or strategic roles that this space fulfills in the development, from the culturalist perspective of sustainability, recovery, and improvement of the ecosystemic connectivity, to the social and economic emergency of diversification of the activities productive: farming, forest, mining, agro-industrial and of environmental and ecotouristic services. The countryside is basic in the control of the urban expansion and the cultural and technological change in exploitation of resources and use of the ground. The transformations of the model of occupation from the relevance of the rural thing, regional dynamics, the imaginary groups and the fortification of the processes of citizen participation must be incorporated in the planning, arrangement and management of the rural territory, in the joint of the policies and instruments, homologation of norms and construction of a consensus between authorities and instances of the institutional system. Medellín counts on important antecedents of rural intervention: rural ecological parks, of urban-rural edges, districts of integrated, agrarian and rural handling, special areas of reserve and plans, but still it lacks to make coherent the measures and investments based on the endogenous opportunities with social and ecological responsibility and impact in the quality of life of the traditional communities of that rural space.
